Víctor Barrientos is a Venezuelan attorney graduated from the Catholic University of Táchira in Venezuela, with a Master Degree in International Banking and Financial Law from Boston University School of Law.

Mr. Barrientos works, as in-house attorney, for Petroquímica de Venezuela, S.A. ("Pequiven"), which is the state-owned petrochemical company and the largest petrochemical company in Venezuela, with domestic and international affiliates.

Currently, Mr. Barrientos holds the position of Manager of International Legal Affairs/Project Finance. He has more than 10 years of experience working actively in Project Finance, especially in EPC Contracts and Public-Private Partnerships.

As Manager of International Legal Affairs/Project Finance he provides legal advice regarding Venezuelan and international law to the different business units of Pequiven, its Board of Directors and to the different affiliates and public-private partnerships in which Pequiven participates. Also, he represents Pequiven before national and international contractors, commercial partners, government agencies and financial institutions.

Mr. Barrientos is an experienced attorney in matters of Foreign Investment, Project Finance structures, as well as corporate/business law under both Common law and Civil law.

He has been invited to speak in several international events sponsored by the American Bar Association, Euromoney Serminars and the Florida Bar Continuing Legal Education Committee.
