Timothy Howard is an Assistant U.S. Attorney in the Southern District of New York, currently on detail to the Department of Justice's National Security Division as Senior Litigation Counsel for Cyber Investigations.  Mr. Howard has served as the Office's National Security Cyber Specialist, and has prosecuted numerous cybercrime cases, including U.S. v. Ross William Ulbricht, involving the takedown of the Silk Road website, an extensive online black market for illegal drugs.  Mr. Howard also led the prosecution U.S. v. Ze Xi Qiu, et al., involving the successful takedown of a 22 member Chinese organized crime carding organization, for which he received the 2013 Federal Executive Board's Best Law Enforcement Team Award.  Mr. Howard graduated cum laude from Harvard Law School in 2004, after which he clerked for the Honorable Jerry E. Smith of the United States Court of Appeals for the Fifth Circuit, in New Orleans, Louisiana, and the Honorable Jerry E. Smith of the United States District Court for the Eastern District of New York in Brooklyn, New York.
