Martha Mann Alfaro is a graduate of the University of Pennsylvania Law School. She joined the New York City Law Department's Division of Legal Counsel in 1981, and has served as Deputy Chief of the Division since 1994. Her counseling and legislative work has involved a wide array of issues including civil rights, social services, education, privacy and emergency powers. She is a recipient of a Municipal Attorney Award from the Association of the Bar of the City of New York (1986), the New York City Women's Association Achievement Award (1992), and a New York County Lawyers Association Public Service Award (2007).
