Karl Russo has worked as an economist with the Joint Committee on Taxation of the U.S. Congress since 2007, where he assists members of the House and Senate and staff of the Ways and Means and Finance Committees in development of their tax policy proposals. His portfolio includes taxation of financial products and institutions, insurance, and housing, as well as partnership and estate and gift taxation among various other Federal tax issues.

He received his Bachelor's of Science in Economics and Ph.D. in Applied Economics and Managerial Science from the Wharton School of the University of Pennsylvania. From 2000 to 2002, he worked as a Financial Economist at the Office of Tax Analysis at the U.S. Treasury Department, where he helped to develop models for estimating stock options tax receipts and for allocating excise tax revenues to Federal trust funds.
