Karen M. Flynn, Sacramento County Chief Assistant Public Defender, has worked for her office for nearly 30 years.  She is lead counsel for her office on Propositions 47 and 36, as well as complex litigation.  She oversees the Juvenile, Misdemeanor, Research, and Investigative Staff Divisions of the Office.  She develops implements and enforces policies and procedures for the various departments and with the criminal justice partners.  She is the main hiring partner, coordinates outreach efforts by staff in the greater community, and represents the Public Defender at public and professional meetings and trainings.  She advises the Public Defender on all issues, with a concentration on budgetary, personnel and information technology.  Prior to joining the Office of the Public Defender, she clerked for Eastern District of California Federal District Court Judge Raul Ramirez and for Chief Justice James Dolliver of the Washington Supreme Court.  She graduated as a Thomas More Scholar from Gonzaga University School of Law and received her B.S. in Political Science from Santa Clara University.
