Mr. McElroy has been the Executive Director of the NYC Criminal Justice Agency since 1989.  With over 230 employees and an annual budget of over eighteen million dollars, the Agency provides pretrial services to the City’s Criminal Courts on a seven-day a week, twenty-four hour per day basis.  It also maintains a database which permits the tracking of all arrests in the City until their disposition and sentence in either the Criminal or Supreme Courts, and which the Agency uses to conduct wide ranging research projects on the operations and policies of the City’s criminal justice system (www.nycja.org).

Before coming to CJA, Mr. McElroy served as Associate Director of the Vera Institute of Justice (1977-1989), and as Deputy Administrator of the NYS Division of Criminal Justice Services, the State criminal Justice planning agency at the time (1969-1977).  Before and during those years, he was a member of the faculty at Fordham University, John Jay College of Criminal Justice, and Marymount Manhattan College, as well as the Adjunct Faculty to the Executive Development Program of the New York City Police Department.

He is the former Chair of the Pretrial Justice Institute, a member of the Pretrial Services Network, sponsored by NIC, and was the 2003 winner of the Ennis J. Olgiati award from the National Association of Pretrial Service Agencies, the 1995 winner of the similarly named award from the New York State Association of Pretrial Service Agencies.  In the past, Mr. McElroy was: a member of the Board of the National Criminal Justice Association (1989-1998), Chairman of the Justice Program Advisory Committee of the Edna McConnell Clark Foundation (1994-1996), a member of the Governor’s Advisory Committee on Community Corrections (1991-1994), and a member of the pretrial standards committee of the National Association of Pretrial Services Agencies, and a similar committee that developed pretrial standards for New York State.
