James C. Stearns, Esq.

Mr. Stearns is Director of Trade Compliance at Intelsat Corporation where he has overall responsibility for ensuring the company's compliance with all trade control matters including the Foreign Corrupt Practices Act ("FCPA").

Prior to joining Intelsat in 2004, he was outside trade compliance counsel to the company and among other assignments developed the corporation's FCPA compliance program.

Mr. Stearns was at the Department of Commerce from 1981-1984, where he worked on legislative amendments to the FCPA, many of which were incorporated into the changes to the statue in 1988.

After leaving government service, Mr. Stearns was in private practice in Washington, D.C. focusing primarily on international trade matters. He maintained an active practice in FCPA compliance issues, including conducting internal investigations into potential violations of the law.

Mr. Stearns is a graduate of Dartmouth College, and of the Georgetown University Law Center. He also holds a Masters in Econ from the Victoria University of Manchester, England.
