January 2001 to  Chief, Tort Division:
Present     
Oversee all operations of this 350-person division, which litigates the 17,500 personal injury cases currently pending against the City of New York.  Responsibilities include the creation of litigation strategies for the various tort case types; management of Division workflow with the goal of achieving zero backlog growth; reengineering processes for maximum effectiveness and efficiency; implementation of new procedures and practices to enhance case management; handling all aspects of personnel management; analysis of statutes and common law to develop defenses; creation and implementation of training programs; creation of central document banks; creation of training manuals;  the drafting of a variety of legal memoranda, protocols, and recommendations; providing settlement authority in high-exposure cases; oversight of the City's multi-million-dollar exposure cases, and preparation of  budget projections for the City's personal injury costs.   


July 1993 -  First Deputy Chief, Tort Division:

 Assisted Division Chief in overseeing the supervision of Division; assisted Division Chief in the preparation of budget projections for the City's personal injury costs, assisted Division Chief in determining whether to settle certain high-exposure cases; interfaced with the Administrative Judges in each county regarding settlements and case management; directly supervised the Unit Chiefs of the Division's four vertical units (Special Litigation, Lead, Medical Malpractice, Housing Authority) and the Manhattan and Brooklyn borough offices; formulated litigation postures in emerging areas of municipal law; created and ran a three-month training program for new attorneys; headed recruitment, interviewing, and hiring of lateral attorneys; and participated in year-long study of the City's claims process, which was conducted by an outside consulting firm.

November 1984 -  Assistant Chief, Appeals Division:
June 1993
 Supervised four attorneys and handled complex appeals involving all areas of law, including real estate, commercial litigation, tort law, and governmental immunity; assisted Corporation Counsel in drafting the briefs to the United States Supreme Court in two major cases, one involved the constitutionality of the City's Human Rights Law, which prohibits race and sex discrimination in "private" business clubs and the other involved the constitutionality of New York City's Board of Estimate.

September 1979 - Assistant Corporation Counsel, Appeals Division:
November 1984
 Wrote and argued over 120 appellant's and respondent's briefs; handled cases involving a wide variety of issues including tort law, contracts, real estate, zoning, labor law, and constitutional law.

 Recipient of the 1995 Corporation Counsel Award for Distinguished Legal Service

 Recipient of the 1983 Annual Award of Excellence in the Corporation Counsel's Office, granted by the Municipal Affairs Committee of the Association of the Bar of the City of New York
