Ms. Donna Marie Young is the Deputy Associate Chief Counsel (Passthroughs and Special Industries). Her office provides legal guidance on issues concerning the income taxation of S corporations, partnerships and trusts; estate, gift, generation-skipping transfers, energy and certain excise taxes; general business credits; and tax shelters. Before joining the Office of Chief Counsel, IRS, Ms. Young worked part-time for the law firm of Silverstein & Mullens. She also worked for the Foreign Operations Division of the IRS Office of Chief Counsel, and for a law firm in San Juan, Puerto Rico. Ms. Young received her J.D. and L.L.M. (Tax) from the Georgetown University Law Center in Washington, D.C.
