DAVID B. SILBER is the Deputy Associate Chief Counsel for the Financial Institutions & Products division (FIP), and has worked in FIP since the division’s inception in 1988.  From 2008 until becoming the Deputy, he served as a Branch Chief in FIP.  From 2000 to 2008, he served as Senior Technician Reviewer in different branches, helping to establish the new Financial Products Branch 6 in 2008.  He also served as Acting Deputy Associate Chief Counsel, Income Tax & Accounting from March 2012 until June 2012.   Mr. Silber began his career with Chief Counsel in 1984 as an Attorney-Advisor in the Corporation Tax Division.
