Carlos Conceicao is a Partner within Clifford Chance's Litigation and Dispute Resolution practice in London, who specialises in regulatory work.  Carlos was formerly head of the Financial Services Authority's (FSA) Wholesale Group in Enforcement. At Clifford Chance, he has advised major institutions on contentious and non-contentious regulatory issues in relation to the FSA and regulators overseas

Carlos is recognised as a leading expert in regulatory issues affecting financial institutions with particular expertise in the investigation of and regulatory action in market abuse and other cases of market misconduct. Whilst at the FSA, Carlos led Enforcement teams on some of its most significant cases, including:
  • the investigation of GLG and Philippe Jabre for market abuse
  • the investigation of Shell in connection with the mis-reporting of its oil reserves
  • the investigation of Citigroup's trading on the MTS market in 2005
Whilst in private practice Carlos's experience includes:
  • representing employees of regulated firms in investigations by the FSA into suspected market manipulation and other regulatory misconduct
  • representing senior managers of regulated firms in investigations into their fitness and propriety
  • carrying out internal investigations into systems and controls to prevent market misconduct and providing those reports to the FSA as required
