Biography
Brandt Carter is the Deputy Administrator of Operations for the U.S. Department of Labor, Employment and Training Administration – Office of Foreign Labor Certification (OFLC). In his previous role, he was the Center Director/Program Manager of the PERM Program at the Atlanta National Processing Center (ANPC). Mr. Carter provides executive leadership and day-to-day management of employment-based immigration programs administered by OFLC and the employees dedicated to these programs. He also oversees the planning, analyzing, development and management of changes in employment-based legislation, regulations, and policies to include resource requirements, establishment and revision of policy procedures and manuals, and ensuring appropriate provision of authoritative advice and consultation to senior officials internal and external to the organization. Mr. Carter was introduced to federal public service as a summer intern while working on his bachelor’s degree at Morehouse College. Since then, Mr. Carter has enjoyed a rewarding and fulfilling career which includes over 16 years of experience as a supervisor and senior manager. During his free time, Mr. Carter serves as a mentor to professionals and young men. He has also served as the most recent Membership Chairman of the 100 Black Men of North Metro Atlanta.
