Overview

With a ballot initiative over 20 years ago, the citizens of California passed Proposition 215, the first medical cannabis law in the country. Despite this, California failed to pass implementing legislation that would provide clear and specific regulatory guidance for those wishing to engage lawfully in medical cannabis activity.  

Finally, in 2015 the state adopted a comprehensive regulatory scheme known as the Medical Cannabis Regulatory Safety Act. Most of its provisions will not go into full effect until 2018. And in the 2016 election, California passed Proposition 64. This new law will usher in the regulation of recreational cannabis. Regulations to fully implement Proposition 64 will also not go into full effect until 2018. 

Meanwhile, medical and recreational cannabis continues to be widely and easily available throughout California. The entire United States is anticipating the legal end of cannabis prohibition and its replacement with a lawful and robust cannabis licensing scheme that will also protect us against environmental and other risks. California's licensing schemes may tip the scale with respect to forcing the federal government to finally resolve issues with respect to taxation and banking, among other things. 

The intersection of these multi-dimensional issues and what it means in the short, medium and long term for cannabis compliance is the subject of this seminar.   Expert faculty will address:
