The current pandemic has brought attention to drones, and the other emerging technologies, that are on the front lines of the battle with COVID-19, leading many to envision the roles that such technologies can play in protecting public health and safety and responding to future public crises. During this Briefing,  Gail Gottehrer of the Law Office of Gail Gottehrer LLC and Professor Jamie Winders, Director of the Autonomous Systems Policy Institute (ASPI) at Syracuse University, will discuss the ways in which drones are currently being used, their potential as first responders in emergencies, and the associated legal and ethical questions.

Topics they will cover include:

  • How drones are being used to respond during the COVID-19 crisis;
  • State level approaches to the use of drones (also known as Unmanned Aerial Vehicles, or UAVs) in disaster response;
  • Adjustments to policy frameworks to integrate drones into public health and safety preparedness planning;
  • Ethical considerations with the potential deployment of drones by government agencies to collect personal health information;
  • Privacy, cybersecurity, and data ownership issues; and
  • Legal changes that may be needed to protect drones carrying out public health functions.
