Neel is an attorney adviser in the Division of Trading and Markets’ Office of Chief Counsel, where his work focuses on initial coin offerings, other blockchain-related matters, and broker-dealer issues. Prior to this, Neel was part of the team in the Office of Market Supervision which reviewed the first filings to list cryptocurrency-based exchange traded products. He has also worked on several novel types of exchange-traded funds, alternative trading systems for digital assets, liquidity and incentive programs for market makers, and issues arising from the European Union’s Markets in Financial Instruments Directive II.

Neel received a Bachelor of Civil Laws degree from Oxford University in 2004, and a Juris Doctor degree from Columbia Law School in 2010, where he was a Stone Scholar. Prior to joining the Commission in 2016, Neel worked in the Washington D.C. office of Sullivan and Cromwell LLP, where his work included capital markets offerings, derivatives and broker-dealer regulatory matters.
