Melinda Harvey is a Senior Counsel in Branch 2 of the Office of Associate Chief Counsel (International) where the areas of focus are the provisions of subpart F and the passive foreign investment company rules. Before joining the IRS in 2013, Melinda was a manager in the International Tax Services - Financial Services group at PricewaterhouseCoopers LLP in Manhattan focusing on international tax issues of hedge and private equity funds. She received a J.D. and LL.M. (International and Comparative Law) from Duke University and an LL.M. (Taxation) from Northwestern University.
