Barbara B. Hannigan is the ethics officer and senior compliance counsel. She oversees the PCAOB's ethics program and advises Board members and staff on matters concerning the Board's Ethics Code. Prior to joining the Board in 2004, Ms. Hannigan spent 17 years at the Securities and Exchange Commission, holding several legal positions, including SEC ethics counsel and designated agency ethics official.
As the senior SEC ethics lawyer, Ms. Hannigan managed the SEC Ethics Office within the Office of the General Counsel, and was responsible for the day-to-day management of the Commission's ethics program. She also counseled the Commissioners and staff on a wide range of ethics issues arising under federal conflict-of-interest statutes, the U.S. Office of Government Ethics Standards of Conduct for Employees of the Executive Branch, and the SEC Conduct Regulation. She was responsible for advising and assisting presidential nominees to the SEC during the nomination process.
Before her SEC career, Ms. Hannigan was an associate with the Washington law firm of Shaw, Pittman, Potts & Trowbridge.
She earned a B.A., magna cum laude, and an M.A. in english from Georgetown University. She received her J.D., cum laude, from The American University Washington College of Law.
