Summary of Experience
- Richard Meene started in the PricewaterhouseCoopers Advisory practice in 2001. He has helped government contractor and commercial clients across industries deal with compliance issues in the regulatory and accounting environment as well as helping clients manage disputes with contracted parties, including the US Government.
- Rich assists clients managing long term contracts which includes recommending and evaluating organizational structures for maximizing cost recovery and minimizing the risk, managing cash flow, designing cost estimating and accounting systems that comply with government requirements, developing pricing strategies and demonstrating contractor financial capability. Rich's experience in this field involves counseling clients with the Federal Acquisition Regulation, Truth in Negotiations Act, Cost Accounting Standards, General Services Administration schedule compliance and compliance with Recovery Act requirements.
- Rich has helped clients to design, develop and implement systems and processes for government contract compliance with both traditional government contracts as well as with government commercial sales practices, including GSA and Federal Supply Schedule vehicles.Rich has also designed and performed reviews of company business systems, including those systems identified as DFAR Business Systems. Here Rich has helped companies implement processes to ensure compliance and effectiveness and assists with the implementation of corrective action plans where deficiencies are noted.
- Additionally, Rich provides expert accounting services to Offices of General Counsel and outside law firms representing clients involved in government contract disputes including claims, terminations, bid protests and other disputes, including disputes and investigations related to the False Claims Act.
- Rich holds a Bachelor of Science in Finance from the Pennsylvania State University and a Master of Business Administration from the University of Pennsylvania’s Wharton School of Business. He is an active member of the National Contract Management Association, National Defense Industrial Association and the American Bar Association Accounting Section of Public Contract Law where he acts as a Vice Chair of the Accounting Cost and Pricing and Bid Protest Committee.
