William E. Cohen is Deputy General Counsel for Policy Studies at the Federal Trade Commission. He was one of the primary authors of the FTC's March 2011 Report, "The Evolving IP Marketplace: Aligning Patent Notice and Remedies with Competition," as well as its predecessor, "To Promote Innovation: The Proper Balance of Competition and Patent Law and Policy," issued by the FTC in October 2003. He has helped to draft numerous antitrust policy documents and has assisted the Commission in preparing several adjudicatory opinions.

 Previously, Mr. Cohen served as Project Director for Innovation in conjunction with the FTC's Hearings on Global and Innovation-Based Competition in the mid-1990s. Between 1989 and 1995, he was chief attorney advisor for antitrust to FTC Chairman Janet D. Steiger. Before joining the staff of the Federal Trade Commission, he was a member of the Washington, D.C. law firm Short, Klein & Karas, P.C.
