Internal Revenue Service
Special Tax Counsel (Large Business & International Division)
Washington, DC, USA

William Sabin took his undergraduate degree from the University of Notre Dame, and his J.D. from the University of Maryland.  After a clerkship with the Maryland Court of Special Appeals, and a brief period as a solo private practitioner, he joined the Office of Chief Counsel in 1983, at the Chicago District Counsel office as a trial attorney.  From there he moved to the Laguna Niguel District Counsel office, again as a trial attorney, and from there on to the former Tax Shelter Branch in 1988, of the former Tax Litigation Division in the National Office, where he became a Senior Technician Reviewer (STR).  Several reorganizations later, he now is the Special Tax Counsel in the Large Business & International Division.
Over the years he has been directly and indirectly involved in a wide variety of large case litigation, with a particular focus on tax shelters. In addition, he has frequently  appeared as an instructor, lecturer and panelist on many litigation related topics, including Advanced Trial Advocacy, TEFRA partnership procedures, Cross Examination, Expert Witnesses, and, most recently, Economic Substance.
