Before joining OFAC in 2009, Tom served as Special Assistant to the General Counsel of the United States Navy, advising on legal and policy matters involving the full range of general business and commercial law for the Navy, Marine Corps, and Navy Secretariat.  He previously worked as an Oversight Counsel at the U.S. House of Representatives’ Energy and Commerce Committee, leading investigations related to public health, energy, the environment, consumer protection, telecommunications, trade, and homeland security.  Tom also practiced patent and trademark litigation at Pillsbury Winthrop LLP, and clerked at the U.S. Court of Federal Claims.  He received his J.D. from George Washington University and is admitted to practice in California and Virginia.  Tom holds a Bachelor of Science in aerospace engineering from the U.S. Naval Academy, and after graduation became an officer in the U.S. Navy’s submarine service.
