Thomas Cioppa became the New York District Director on October 14, 2017. In that role, he leads and manages the efficient adjudication of all applications and petitions for immigration benefits in the region. He also oversees a staff that provides direct customer service and immigration information while ensuring the integrity of the immigration system. 

He began his USCIS career on August 1, 2011. He previously served as the director of the Chicago District and the National Records Center. He has also served as the acting director of the Vermont Service Center.  
  
Dr. Cioppa retired from the U.S. Army in August 2011, with more than 26 years of service, including combat tours in support of Operation Iraqi Freedom and Operation Enduring Freedom. Cioppa began his career in 1985 after graduating from the U.S. Military Academy. 

Dr. Cioppa holds a Bachelor of Science degree from the U.S. Military Academy, and a Master of Science degree and a Ph.D. in operations research from the Naval Postgraduate School. He also holds a Master of Arts degree in national security and strategic studies from the U.S. Naval War College.
