Thomas J. Kane

Tom Kane is currently a Senior Level Counsel and Counselor to the Associate Chief Counsel (Procedure & Administration).  Within the IRS Office of Chief Counsel, the Office of Associate Chief Counsel (Procedure & Administration) is responsible for providing advice and guidance on most of the provisions in subtitle F of the Internal Revenue Code (sections 6001 et seq.), the rules of civil practice and procedure and evidence in the federal courts, and litigation ethics. Previously, Tom served as a Special Counsel in the Office of the Associate Chief Counsel (Procedure & Administration). 

Tom began his career with the IRS Office of Chief Counsel as a trial attorney in Chicago, IL, transferred to the Legislation and Regulations Division in Washington, DC, and was subsequently selected to management positions in the Corporation Tax Division and the Field Service Division. Tom has also practiced law in Chicago and Washington; worked in public accounting in Washington and Boston, MA; and was Tax Counsel/Director of Global Tax Controversy Matters for a large multinational consulting firm. He taught Tax Practice, Procedure & Ethics for several years in the Graduate Tax Program at Northeastern University in Boston. Tom received his J.D. degree (with distinction) from The John Marshall Law School, where he was a member of the law review staff, and has advanced degrees in taxation, international legal studies, and public health.
