Thomas Bishop is an Assistant Special Agent in Charge in the New York Field Office of IRS-CI.  He has been an Assistant Special Agent in Charge (ASAC) in the New York Field Office of IRS CI, since May 2012, where he has supervised the investigative activities of five IRS CI groups located throughout New York City and Long Island.  Prior to his appointment as ASAC, Tom was a Special Agent/Senior Analyst with CI’s Office of International Operations, in Washington DC, where he had national coordination and oversight of CI’s International/Offshore Banking investigations.  From September 2005 through March 2011, Tom was a Supervisory Special Agent in the Garden City, NY, Post of Duty, where he was responsible for planning, directing and evaluating the criminal investigative activities of ten Special Agents (Criminal Investigators) and investigative support staff.  Tom’s group covered both the Eastern and Southern Districts of New York.

Tom began his career with the IRS in 1991 as a Special Agent in the Brooklyn District and has been stationed in various posts of duty throughout the Brooklyn District, the New York Field Office, and Washington DC.  He has held positions of increasing responsibility throughout his career including Special Agent, On the Job Instructor, Supervisory Special Agent, Senior Analyst, and his current position as ASAC.  In addition to his work in the criminal tax arena, Tom spent a year working in CI’s Narcotics and Counterterrorism section at the Counterterrorism Lead Development Center.

Tom holds a Bachelor’s Degree in Accounting from the Pennsylvania State University.  Tom has spoken before numerous accounting/tax practitioner groups, as well as to members of the American Bar Association, the NYS, NYC, Nassau County and Suffolk County Bar Associations on Federal criminal tax matters, identity theft, international tax administration and the IRS Voluntary Disclosure Program.
