Susan E. Schechter joined MassMutual in 2001. She is Vice President and Associate General Counsel and heads the Product Tax section of MassMutual's Law Division. Sue and her team are responsible for all legal matters relating to the taxation of MassMutual's insurance products, including personal life insurance, business life insurance (COLI and BOLI), deferred and immediate annuities, disability income, long term care, and qualified products such as IRA and 403(b).  Sue and her team advise on tax compliance in product design and administration, taxation of payments, information reporting and tax withholding, and sales and marketing.  Sue and her team support MassMutual on legislative and regulatory matters that may affect the taxation of MassMutual's products. 

Prior to joining MassMutual, Sue was tax and reinsurance counsel for Phoenix Life Insurance Company from 1996-2001 and was product counsel with Aetna Life & Casualty from 1993-1996 supporting its asset accumulation businesses. Before becoming in-house counsel, Sue was in private practice from 1986-1993 with Steptoe & Johnson in Washington, D.C..  As an associate in its Tax group, she focused on tax matters for life insurance companies and their products.  Before becoming a lawyer, Sue working with an economic consulting firm, where she specialized in assessing the economic impact of proposed regulations and programs pursuant to the federal Clear Air Act.

Sue received her J.D. summa cum laude from the Washington College of Law of the American University. She clerked for the honorable Judge Philip R. Miller (dec.)  at the United States Claims Court (now the US Court of Federal Claims). She received her Masters from Georgetown University (School of Foreign Service) and her B.A. from The George Washington University (School of Public and International Affairs).  She is a voting member of the Product Tax Committee of the American Council of Life Insurers.
