Stephen D. Fisher is Senior Vice President and Deputy General Counsel at Fidelity Investments in Boston, Massachusetts.  After graduating from law school and spending several years at a major Boston law firm, Steve joined Fidelity in 1993 as a member of the Mutual Fund Tax Group in the Legal Department.  He became head of that Group in 2001. 

Steve has extensive experience in the creation, negotiation and analysis of complex financial products, including synthetic municipal securities and asset-backed structures. He also is actively involved in structuring non-standard investment vehicles and created the first offshore captive insurance company for money market funds, for which he served as Vice President and Director from 1998 to 2003. Steve has worked with Congressional staff members and personnel from the US Treasury, IRS and SEC on numerous legislative and regulatory issues affecting the financial services industry. 

Steve graduated from Swarthmore College, where he received a BA, Harvard Law School, where he received a JD; and Boston University School of Law, where he received an LLM in Taxation and where he is now an adjunct faculty member, teaching courses on the taxation of financial products and the taxation of RICs. In addition, Steve is a member of the Investment Company Institute's Tax Committee and a frequent speaker at professional conferences.
