Steve Whitlock, Director, Whistleblower Office, Internal Revenue Service-The Whistleblower Office was created in response to Section 406 of the Tax Relief and Health Care Act of 2006 (P.L. 109-432), which made significant changes to the law governing payments to individuals who report significant tax non-compliance. The Whistleblower Office makes determinations regarding eligibility for awards, and the percentage of collected proceeds that will be paid to an eligible whistleblower. As the Director of the Whistleblower Office, Steve reports to the IRS Deputy Commissioner for Services and Enforcement. 

Prior to his appointment to his current duties in February 2007, Steve was the Acting Director of the IRS Office of Professional Responsibility, which administers the IRS regulations governing the practice of attorneys, CPAs, enrolled agents and enrolled actuaries, as set out in Treasury Circular 230. He also served as Director of the Commissioner's Complaint Processing and Analysis Group, which worked to resolve complaints submitted to the IRS Commissioner from and about IRS employees. Before joining the IRS in 1999, Steve had a series of positions at the Department of Defense. These included attorney positions in the Air Force and Defense General Counsel offices, and executive positions in the Office of Inspector General. Steve earned a Bachelor of Arts degree in Political Science from Auburn University, a Juris Doctor degree from Catholic University, and a Masters in Business Administration degree from George Mason University.
