Stephanie Haffner, a graduate of Boalt Hall (BerkeleyLaw), began her legal career at California Rural Legal Assistance where she chaired its statewide public benefits task force and served as lead counsel in Price v. City of Stockton, which forced Stockton to develop replacement housing and pay relocation benefits for hundreds of former residents of downtown residential hotels.  From 2006 to 2011, Stephanie supervised the Housing/Consumer Advocacy Group of Neighborhood Legal Services of Los Angeles County, focusing on litigation and policy advocacy in landlord-tenant, homeownership preservation, and public and subsidized housing matters.  She joined Western Center in 2011 as a Senior Litigator, responsible for handling writs and class actions in state and federal courts, and became a Director of Litigation for Western Center as of 2017.  Her practice includes administrative law, anti-discrimination law, food and cash benefits, and homelessness issues, among others. Stephanie coordinates Western Center’s public benefits team.

Stephanie has taught Administrative Law and other subjects at Whittier Law School and served as core faculty for Benchmark Institute's Housing Law Overview, Public Benefits Overview, and College of Advocacy. She has served on the Los Angeles County Bar Association’s Judicial Appointments Committee, California Reinvestment Coalition board of directors, and the State Bar’s Standing Committee on the Delivery of Legal Services.
