Stephanie Roy, a partner in Steptoe's Washington office, represents domestic and foreign satellite and telecommunications clients before the Federal Communications Commission (FCC) and other government agencies.  She also advises her clients on matters involving commercial and technology transactions. 

Ms. Roy’s clients include wireless telecommunications service providers, traditional and new media companies, and satellite operators.  She has experience helping her clients obtain and maintain telecommunications licenses, comply with regulatory requirements, advocate in front of regulators, and draft and negotiate commercial agreements in the telecommunications space.   This includes counseling new media companies on issues in traditional and evolving telecommunications law, including broadband matters and FCC regulation of the Internet.  Ms. Roy appeared on brief on behalf of the Open Internet Coalition in the landmark DC Circuit case on the FCC’s authority to promulgate net neutrality rules.  She was also on the appellate team that successfully overturned the FCC’s “plug-and-play” rules.

Prior to her legal career, Ms. Roy worked as a consultant in the aerospace industry, advising government and commercial clients on commercial satellite and launch services market conditions, and composing speeches and presentations given by senior government personnel in the civil space sector.
