Mr. Becker is the leader of the International Trade Practice of the law firm Pillsbury Winthrop Shaw Pittman LLP.  His practice encompasses a broad range of legal subjects in the areas of international trade regulation and international law.  He works with companies in a variety of industries, including semiconductors, aerospace, electronics, software, energy, and agriculture.

For over 30 years, Mr. Becker has advised U.S. and foreign companies, trade associations, and foreign governments on the full range of issues arising under the export control laws, including the Export Administration Act, the Arms Export Control Act, the International Emergency Economic Powers Act, and the Trading with the Enemy Act.  He regularly assists companies in obtaining licenses from the Commerce Department, the State Department, and the Office of Foreign Assets Control.  Mr. Becker has defended companies in both administrative and criminal enforcement actions involving alleged violations of the export control laws.  He regularly helps companies design and implement export control internal compliance programs.

Mr. Becker's practice also encompasses matters arising under the customs law, the Foreign Corrupt Practices Act, the regulations of the Committee on Foreign Investment in the United States (CFIUS), and international trade agreements such as the WTO and the NAFTA.
