Scott Dinwiddie is the IRS Associate Chief Counsel, Income Tax and Accounting.  The Income Tax and Accounting Division comprises a staff of approximately 100 professional and support employees in the IRS Office of Chief Counsel who provide legal advice on general tax and tax accounting issues.

Prior to his current appointment, Mr. Dinwiddie served as a Special Counsel and staff advisor to the Associate Chief Counsel (IT&A) assisting the Associate in formulation of policies and programs for the operation of the office, and handling special assignments of a case or project nature.  Prior to joining Counsel in 2009, he was a Principal in the Washington National Tax Office of Deloitte Tax LLP, where he spent 13 years working extensively in the area of tax accounting and supervising the work of other tax professionals.

Mr. Dinwiddie graduated from Brown University in 1987 with a Bachelor’s degree in East Asian History.  He received his J.D. from the University of Washington School of Law in 1995.  He earned an LL.M. (Taxation) from New York University Law School in 1999.
