Ruth Milkman is the Chief of the Wireless Telecommunications Bureau of the Federal Communications Commission. Previously, Ms. Milkman served as FCC Chairman Julius Genachowski's special counsel, leading his transition efforts.

She also worked at the Commission from 1986 to 1998 in a variety of positions, including Senior Legal Advisor to Chairman Reed E. Hundt at the FCC, where she had particular responsibility for wireless issues and spectrum policy.  While at the FCC, Ms. Milkman also served as Deputy Chief of the International Bureau and of the Common Carrier Bureau.

From 1999-2009, Ms. Milkman was a partner at Lawler, Metzger, Milkman & Keeney, LLC, where she practiced telecommunications law.

Ms. Milkman is a graduate of Harvard University, where she earned a Bachelor of Arts degree magna cum laude (1981) and was elected to Phi Beta Kappa. She received her law degree cum laude from the University of Michigan Law School (1985). After graduating from law school, Ms. Milkman served as a law clerk to the Honorable J. Harvie Wilkinson III, U.S. Court of Appeals for the Fourth Circuit.
