Rory C. Flynn

Rory C. Flynn is an Associate General Counsel, heading the Office of the General Counsel's Adjudication Group. The primary goal of that practice group is to advise and assist the Commission in resolving administrative appeals and motions.

Before returning to the SEC this past August, Mr. Flynn served for thirteen years as Chief Litigation Counsel for FINRA's (and, its predecessor, NASD's) Department of Enforcement. Before that, he was with the Commission's Division of Enforcement for ten years as an Assistant Chief Litigation Counsel in its Trial Unit. Mr. Flynn received his J.D. from the Benjamin N. Cardozo School of Law, and his LL.M. in Securities & Financial Regulation from Georgetown University Law Center. At the start of his legal career, Mr. Flynn served as a law clerk to the Honorable Reynaldo G. Garza of the U.S. Court of Appeals for the Fifth Circuit.
