Mr. Ronald J. Youngs is the Director of the Defense Contract Management Agency's Cost and Pricing Center effective June 1, 2009. Mr. Youngs has recently concluded a special assignment as the Agency's Acting Executive Director of Contracts from August 2010 to April 2011. Prior to these assignments, Mr. Youngs served as the Agency's Executive Director, Special Programs Division from 2006-2009. The Cost and Pricing Center is responsible for developing and sustaining Agency expertise in the negotiation of forward pricing rates, evaluation of major cost/price proposals, settlement of final overhead rates, resolving issues associated with cost accounting standards and contractor business systems, assessing pension costs and for the management of all Corporate and Divisional Administrative Contracting Officers. 

Mr. Youngs began his government acquisition career in 1984 with the Department of the Air Force, serving in developmental contracting assignments before coming to DCMA Boeing-Wichita, KS as the Cost and Price Analysis Branch Chief in 1991. In 1993, Mr. Youngs was promoted to Director of Contracts at Boeing-Wichita and in 1995 became the Technical and Assessment Group Leader following the merger of the two Wichita DCMA field offices. Mr. Youngs came to DCMA Headquarters in 1997 as part of the Agency's initiative to establish an Overhead Center. He later was reassigned to the Agency's Paperless Acquisition Center responsible for implementing the Electronic Document Workflow (EDW) program. In 2000, Mr. Youngs was promoted to Operations Director in the Special Programs District, where he later became the District's Deputy Director in 2003.

In addition to his primary work assignments, Mr. Youngs also served in lengthy special assignments as a visiting instructor at the Air Force Institute of Technology, where he taught the DOD Overhead Course in 1995-96 and as a Politico-Military Analyst assigned to the Joint Staff (J-5) at the Pentagon for one year shortly after the events of September 11, 2001.

Mr. Youngs is Level III certified in contracting and in 2004, became the Agency's first graduate from the Defense Leadership and Management Program (DLAMP). He holds Bachelor and Master of Arts Degrees from California State University, Northridge and a Masters of Strategic Studies from the United States Army War College, Carlisle, PA. He is also a graduate of the United States Air Force Air Command and Staff College, Montgomery, AL and the Senior Executive Fellows Program at the John F. Kennedy School of Government at Harvard University.  Awards and recognitions include the 2008 DCMA Distinguished Civilian Service Award, 2005 DCMA Senior Leadership Award, DLA Superior Civilian Service Award and the Joint Chiefs of Staff Civilian Service Achievement Award.

Ron and his wife Loretta reside in Clifton, Virginia and are parents of four sons, Anthony, Nicholas, Andrew and Michael.
