Robert H. Edwards, Jr. is the Deputy General Counsel for Energy Policy of the Department of Energy. Mr. Edwards has practiced law in Washington, DC for twenty years. He has extensive experience advising equity investors, sponsors, lenders, governments and other projects participants in the development and financing of energy, infrastructure and renewable energy projects in the United States and around the globe. His work has focused on project development and finance, "inside the fence" energy projects, renewable energy projects, ethanol and biofuels projects, privatizations in emerging markets, and emerging issues relating to climate change and renewable energy policies in the United States and abroad. Mr. Edwards has also advised clients on the development of strategies in the context of evolving changes in the legal and regulatory framework relating to renewable energy and the regulation of greenhouse gases.

Mr. Edwards has worked in all of the major financing techniques used in infrastructure finance, including bank and institutional lender debt financing, export credit agency and development finance institution financings. He has also represented buyers and sellers in competitive auctions for share interests in project financed projects and in asset acquisitions of generating plants and other energy assets. Mr. Edwards has represented clients in Asia, Africa, Eastern Europe and Latin America in energy and infrastructure public-private-partnerships, energy sector restructuring, and privatization.
 
Prior to joining the Department, Mr. Edwards was a partner on the Global Projects Team at Mayer Brown LLP, resident in the Washington, DC office. Before joining Mayer Brown, he was a partner on the Energy and Project Finance team and a member of the Climate Change Law and Policy practice at an international law firm. Prior to practicing law, Mr. Edwards worked as a management consultant and in finance in New York City.

Mr. Edwards has been active in the American Bar Association's Section of International Law where he Co-Chaired the International Investment, Development and Privatization Committee and in the Section of Environment, Energy and Resources where he has served as a Vice-Chair of both the Committee on Carbon and Energy Trading and the Special Committee on Energy and Environmental Finance.  He has spoken and published regularly on the development of projects in the renewable energy space and on the related emerging legal and regulatory framework for renewable energy and climate change. Mr. Edwards is a member of the Council on Foreign Relations. He is conversant in French.

Mr. Edwards graduated magna cum laude with an AB in economics from Harvard University. He earned a Masters of Business Administration degree from the Stanford Graduate School of Business and a Juris Doctor from Stanford Law School where he served as an Associate Managing Editor of the Stanford Journal of International Law.
