Richard W. Goelz is a Managing Director in the PricewaterhouseCoopers LLP Washington National Tax Services’ IRS Team, located in Chicago, IL. Mr. Goelz helps clients resolve compliance and controversy issues with the IRS at the Washington headquarters, Industry headquarters and local field level offices. In addition to resolving technical issues, Mr. Goelz assists clients in interaction with the IRS, such as audit planning and use of new IRS Large and Mid-Size Business dispute resolution tools.

Prior to his recent selection as Director in PwC’s Chicago office, Richard served as Internal Revenue Service, Large and Midsize Business, Director Field Operations leading over 700 Senior Revenue Agents and International Examiners. Headquartered in Chicago, Illinois, with eight Territory Managers disbursed throughout the mid-west and eastern U.S., the Director Field Operations worked closely with the Retail, Food and Pharmaceutical’s Industry Director and the western director of field operations, which serve over 29,000 of the nation’s largest taxpayers within those industries, including corporations, sub chapter S corporations and partnerships with assets greater than $10 million.

Mr. Goelz began his thirty-two career with the Internal Revenue Service in 1970, as a Revenue Agent in the Chicago District. He held a series of increasingly responsible district and regional positions in Examination Division, including case and specialist managers. In 1991, he served as Senior Regional Coordinated Examination Program Analyst in Atlanta, Georgia. In 1993, he was selected as Coordinated Examination Program Branch Chief in South Florida District. In 1998, he was selected as the Chief, Examination Division, in Connecticut / Rhode Island District. As a member of the Phase IIB design team he assisted development of pre-filing initiatives and the structure of Large and Mid-size Business Operating Division’s interaction with all levels of counsel. As Director Field Operations, he worked with fellow LMSB executives to implement the new IRS structure and initiatives for limited scope audit planning, pre-filing agreements and Appeals fast track.

Since joining the firm, Mr. Goelz has successfully client’s audit scope and span through negotiations with the IRS. He has engineered several Limited Issue Focus Exams (LIFE). He has led several resolutions incorporating Pre-Filing Agreements, Fast Track and regular Appeals resolutions, including complex research and development credits and coordinated issues. Mr. Goelz holds a Bachelor of Science degree in Business Administration from Elmhurst College. He is a graduate of the fall 2000 executive development program, attending leadership courses at Gettysburg College, Brookings Institute, and Emory University. He also attended North Texas State University’s Professional Development Institute, focusing on computer auditing and sciences.
