Richard Heyl de Ortiz is the executive director of the New York State Citizens Coalition for Children (NYSCCC), the state’s foster and adoptive family association.  Prior to coming to NYSCCC, Richard was the executive director of Court Appointed Special Advocates for Children (CASA) in Ulster County. CASA works in the family court system, providing trained citizen volunteers who are appointed by the court to serve as mentor advocates for abused and neglected children, many of whom are in foster care.  Richard continues his commitment to CASA with service on the board of directors of CASA of New York State and on the Curriculum Advisory Committee of the National CASA Association.

Richard has almost three decades of experience in the non-profit and human service fields. A proven team leader and trainer, Richard's career also includes positions with the American Civil Liberties Union, the YWCA, Head Start, Brandeis University, Historic Huguenot Street, a museum-building museum site in New Paltz, New York and the Youth Resource Development Corporation of Poughkeepsie.

Richard is a resident and native of New Paltz, New York.  He and his partner Anthony are the parents of John Paul, who they adopted from foster care in 2003.
