Phyllis Arnold

Phyllis Arnold is co-Executive Director of the Center for Code Reform, a non-profit incubator partner of the Fund for the City of New York dedicated to helping cities and building professionals move toward greener building practices and standards without compromising safety. Before founding the Center, Ms. Arnold was Deputy Commissioner for Enforcement and Legal Affairs and General Counsel at the New York City Department of Buildings, where she oversaw enforcement, construction trades licensing, new code implementation and general counsel duties, designed implementation of green building initiatives, developed, enacted, and planned implementation of the City's new construction codes, trained lawyers, architects, engineers, and members of the development community on new administrative and enforcement provisions, and supervised overall legal operations for 1000-member agency responsible for enforcing local building and zoning laws and for regulating building trades.

Prior to joining the Department of Buildings, Ms. Arnold was Director of Research at INFORM, a non-profit environmental research and education organization then specializing in pollution prevention strategies. Ms. Arnold's work at INFORM was preceded by her service in the Environmental Protection Bureau at the New York State Office of the Attorney General, where she handled matters ranging from water pollution control to solid and hazardous waste management.
