Managing Counsel, Office of Regulations
Washington, DC, USA

Paul Mondor is Managing Counsel in the Office of Regulations at the Consumer Financial Protection Bureau (CFPB).  In this capacity, he manages and oversees the Office’s teams that conduct rulemakings and similar initiatives and that provide interpretive guidance to stakeholders under federal consumer financial laws as applied to the mortgage industry.  He also provides substantive and strategic advice to the Office and other staff of the CFPB and directly supervises some of the Office’s staff attorneys.

Prior to transferring to the CFPB in 2011, Paul was on the staff of the Regulations Office in the Board of Governors of the Federal Reserve System’s Division of Consumer and Community Affairs.  There, he contributed to the Board’s rulemaking responsibilities under certain of the consumer financial laws, until that authority transferred to the CFPB.  Paul was in private practice, focusing primarily on providing legal counsel to mortgage lending firms, from 1999 until joining the Board in 2007.  Prior to that, he served on the staff of the Mortgage Bankers Association, with responsibility for regulatory affairs, from 1992 to 1999.  He began his legal career in private practice, also primarily advising mortgage firms, from 1987 to 1992.

Paul is admitted to the bars of the District of Columbia and Maryland.
