Paul Marquardt is a partner based in the Washington, D.C. office of Cleary Gottlieb Steen & Hamilton LLP. His practice focuses on economic sanctions, anti-money laundering (AML), anticorruption issues, and foreign investment review.

Paul regularly advises sophisticated international clients regarding the application of U.S. sanctions and AML laws, as well as export control matters, interacting regularly with OFAC, FinCEN, the Department of State, the Bureau of Industry and Security, and other domestic and international regulators. Paul serves as regular sanctions and AML compliance counsel for many of the firm’s clients, including Russian companies in energy, technology, metals, and finance and leading non-Russian industrial, private equity, and banking firms in connection with Ukraine-related sanctions.

Paul is recognized as a leading lawyer in Export Controls & Economic Sanctions expert by Chambers USA and Chambers Global. He currently serves as Vice-Chair of the American Bar Association’s Export Controls and Economic Sanctions Committee and is a member of its Task Force on Public Interest and Competition Law.

Paul joined the firm in 1995 and became partner in 2003. From 1998 to 2002, he was resident in the Brussels office. Paul received his J.D. from Yale Law School, a M.A. from Yale University, and his B.A. from University of Michigan, with highest distinction.
