Patrick S. Menasco

Steptoe & Johnson LLP

Washington, DC, USA

Patrick Menasco helps domestic and foreign financial institutions navigate regulatory and contractual matters, capital market transactions, government investigations, and disputes that involve highly regulated corporate and governmental employee benefit plan assets. His public sector experience, relationships with Department of Labor (DOL) staff, familiarity with governmental plan investment regulation in every state, and daily contact with the most important buy and sell-side players in the financial services industry have long led to successful conclusions for clients. Recently, he helped Credit Suisse, BNP Paribas, Barclays, and Deutsche Bank secure exemptions from the DOL that allow them to continue using the QPAM Exemption, a critical trading tool for managing employee benefit plan assets, despite otherwise disqualifying criminal convictions of certain affiliates. He also provided major global banks with first-of-its-kind legal analysis supporting their cost-effective approach to complying with capital reserve and margin requirements.

Patrick has served as an adjunct professor of law at the George Washington University School of Law for more than ten years and a frequent lecturer on employee benefit investment matters at the Practicing Law Institute in New York. He regularly appears in Chambers and Legal 500 lists of top lawyers for employee benefits and executive compensation.
