Dean V. Shahinian is Senior Counsel on the United States Senate Committee on Banking, Housing and Urban Affairs. He works under Chairman Christopher Dodd and, previously, worked under former Ranking Member and Chairman Paul Sarbanes. 

 Mr. Shahinian has advised Senators and their staffs on legislative issues involving securities, banking, corporate governance, data privacy, insurance and other matters under the Committee's jurisdiction. He has staffed over one hundred oversight and nomination hearings, prepared speaking remarks, and discussed legislative and regulatory issues with representatives of Federal and State agencies, trade associations, securities firms, depository institutions, consumers, insurers and Congressional offices. His work has involved negotiating and drafting financial services legislation, including assisting Chairman Sarbanes in negotiating and drafting the Sarbanes-Oxley Act of 2002.  He has also contributed to several other bills and laws, including the Restoring American Financial Stability Act of 2010, Emergency Economic Stability Act of 2008, Credit Rating Agency Reform Act (2006), Financial Services Regulatory Relief Act (2006), The Fair and Accurate Credit Transactions Act (2003), Capital Markets and Investor Fee Relief Act (2001), Commodity Futures Modernization Act of 2000, Gramm-Leach-Bliley Act of 1999 and Credit Union Membership Access Act (1998). He has spoken on the Sarbanes-Oxley Act and other legislative subjects to lawyers, business executives and graduate students.   

 Previously, Mr. Shahinian served in the Office of Thrift Supervision as Assistant Chief Counsel for Corporate Activities, working on service corporation, operating subsidiary, securities, voluntary dissolution and other issues. He also worked at the U.S. Securities and Exchange Commission as Legal Assistant to Commissioner B. S. Thomas, in the Office of General Counsel and in the Division of Market Regulation. Earlier, he worked for Congressman Carl D. Perkins, Chairman of the House of Representatives Committee on Education and Labor.

 Mr. Shahinian graduated from Yale University, the University of Virginia School of  Law and Massachusetts Institute of Technology's Sloan School of Management.  He has served as a Teaching Fellow at Harvard University and on the Adjunct Faculty at George Washington University School of Law.
