Neil Smith is Senior Counsel with the Securities and Exchange Commission's Division of Enforcement based in the SEC’s Boston Regional Office since 2010.  Since 2012, Neil has been a member of the SEC’s Foreign Corrupt Practices Act Unit.

As a member of the FCPA Unit, Neil specializes in investigations involving complex foreign bribery schemes and other securities violations.  Neil was the primary attorney on the SEC’s investigations involving Och-Ziff and JPMorgan, both of which resulted in enforcement actions in 2016.  He has also played significant roles in the SEC’s ongoing enforcement sweeps involving sovereign wealth funds and investment bank referral hiring practices.  In addition to his work in the FCPA Unit, Neil has worked on a number of enforcement actions involving issuer fraud and financial crisis-related conduct.  For his work in the FCPA Unit, in 2017 Neil received the Ferdinand Pecora Award, which is awarded to SEC Enforcement staff for extraordinary tenacity, creativity, and efficiency in enforcing the federal securities laws.

Prior to joining the SEC, Neil was an attorney in the Litigation Department of Goodwin Procter LLP where he represented clients in government investigations, intellectual property disputes, commercial litigation, and trade secrets matters.  He is a graduate of Boston College Law School, where he graduated with honors and was a member of the Boston College Law Review, and Dartmouth College.
