 Morgan Costello is an Assistant Attorney General in the Affirmative Litigation Section in the Environmental Protection Bureau of the New York State Attorney General's Office in Albany, NY. Since joining the bureau in 2006, Ms. Costello has participated in litigation involving violations of state and federal air, water, and waste laws. She has worked primarily in the area of climate change litigation, including defending New York's Regional Greenhouse Gas Initiative regulations, challenging EPA's failure to establish greenhouse gas emission standards for power plants and petroleum refineries, acting as liaison counsel for the states involved in suing the largest power plant emitters of greenhouse gases under the law of public nuisance, and investigating utilities under securities laws for failing to adequately disclose financial risks from climate change. Prior to joining the Attorney General's office, Ms. Costello worked as an associate attorney at the Denver, Colorado office of Faegre & Benson LLP, specializing in commercial and employment litigation. Ms. Costello received a J.D., Order of the Coif, from the University of Colorado School of Law in 1997, and a B.S., cum laude, in political science from Duke University in 1993.
