Michael Clancy is Vice President & Associate General Counsel with Oracle and he serves on Oracle’s Global Legal Management and Global Compliance Committees. 

Mr. Clancy is responsible for legal matters for Oracle’s North America public sector, higher education and healthcare businesses; and leads Oracle’s Government and Political Compliance Program. The compliance program focuses on government procurement and corporate political activity, and includes compliance policies, training programs, corporate compliance communications, ongoing program enhancements, risk assessments, policy enforcement and internal investigations. 

Prior to joining Oracle, Mr. Clancy was a law firm partner.  His practice focused on all aspects of government procurement, commercial contracts, intellectual property issues, mergers and acquisitions, trial and appellate litigation, alternative dispute resolution/mediations, compliance programs, audits and government investigations.   He began his legal career with the Department of the Navy’s Office of the General Counsel.

Mr. Clancy is a frequent speaker at compliance and government contracts seminars, and he has authored numerous articles on government contracts, compliance and litigation topics.

Mr. Clancy received his B.A. with High Honors from the University of Notre Dame, and his J.D. with Honors from The George Washington University Law School.  He has received numerous awards, including the Oracle General Counsel’s Award of Excellence, Oracle’s Public Sector Leadership Award, Oracle Outstanding Contribution Awards, and the Department of the Navy’s Commendation for Outstanding Achievement and Superior Performance Award.
