Mike Cowie

Experience and Background
Mike Cowie specializes in antitrust matters both before the enforcement agencies and the courts.

Mr. Cowie previously served as Assistant Director of the Federal Trade Commission's Bureau of Competition, where he managed a legal team responsible for antitrust merger investigations in healthcare, retail, food and beverage, and other industries. Mr. Cowie also served as the FTC's Senior Litigation Counsel responsible for leading the Commission's antitrust litigation. He received several awards during his tenure with the FTC, including the Commission's Meritorious Service and Superior Service awards. He has also provided expert testimony at government antitrust hearings, including the Justice Department and FTC Healthcare Competition Hearings and the FTC Merger Best Practices Hearings, and has testified in on competition law matters before Congress.

Some of Mr. Cowie's significant merger control matters as lead counsel include: Fortune Brands/Pernod Ricard (cleared unconditionally following FTC second request investigation focusing on bourbon), Nokia/Navteq (cleared unconditionally following U.S. and E.C. vertical merger investigations focusing on GPS technology); and Medco/Celesio (cleared unconditionally following of investigation of joint venture combining leading mail order pharmacy businesses). Other major merger control maters where Mr. Cowie played a substantial role include: Whirlpool/Maytag (cleared unconditionally following Justice Department second request investigation focusing on appliances); Dana/Eaton (cleared unconditionally following FTC second request investigation focusing on vehicle components); American Airlines/British Airways (U.S. and E.C. investigations of transatlantic joint venture); and Cargill/Continental Grain (cleared subject to divestiture following Justice Department second request investigation focusing on grain distribution).

Private litigation matters where Mr. Cowie served as lead counsel or lead antitrust counsel include: Xerox/Media Sciences (represented Xerox in antitrust-IP monopolization case focusing on printing technology); Medco/Tomeldon (represented Medco in national class action challenging compound drug pricing); Corning/Shin Etsu, (represented Corning in monopolization case focusing on patent misuse); and Fortune Brands/Marsh (represented Fortune Brands challenging bid rigging conduct).

Prior to joining Dechert, Mr. Cowie was an antitrust partner at a large international law firm.
