Luke Dembosky joined Debevoise & Plimpton’s Cybersecurity & Data Privacy group in March 2016 after serving as Deputy Assistant Attorney General for National Security at the Justice Department, where he was the highest-ranking official focused on cyber investigations and prosecutions and also oversaw all foreign investment, telecommunications licensing, export control and sanctions matters.  Mr. Dembosky was the senior DOJ official on the Target, Sony Pictures, Home Depot, Anthem and OPM breaches, among many others, and received the Attorney General’s Distinguished Service Award for leading the GameOver Zeus botnet takedown.  Over 14 years with DOJ, he has served in various roles, including as Deputy Chief for Litigation at DOJ’s Computer Crime and Intellectual Property Section from spring 2013 through fall 2014; DOJ’s representative at the U.S. Embassy in Moscow, Russia from fall 2010 through spring 2013; and as an Assistant U.S. Attorney in Pittsburgh focused on cybercrime, IP and white collar prosecutions from 2002 to 2010.  His prosecutions include U.S. v. Max Ray Vision, at the time the largest hacking prosecution in U.S. history, resulting in a record 13-year sentence.  The case was featured in the books Kingpin and DarkMarket, as well as the first episode of American Greed to feature a cyber case.  Over the years, Mr. Dembosky has been a regular advisor to the leadership of the DOJ, FBI, Secret Service, National Security Council and other agencies regarding major cyber cases and related legal and policy issues.  He participated in the negotiation of a 2013 cyber accord with Russia and the historic 5-point agreement signed by President Obama and President Xi Jinping of China in 2015, and has co-represented DOJ in cyber discussions at the United Nations.  Prior to joining DOJ, Mr. Dembosky was in private practice for six years and clerked for Judge Richard L. Nygaard of the U.S. Court of Appeals for the Third Circuit.

While at Debevoise, Mr. Dembosky managed one of the largest data breaches in history, is currently leading data breach litigation for a major financial institution, and regularly assists companies in managing cyber and related supply chain risks.  He was recently named Vice Chair of the ABA Public Contract Law Section, focusing on addressing technology risks to supply chain.  Mr. Dembosky is also Co-Chair of the Information Sharing and Analysis Organization Governance Working Group leading the development of internal governance guidance for ISAOs as part of the White House initiative to establish cybersecurity threat sharing platforms across industry.  He is a regular speaker at major cybersecurity events in the U.S. and abroad.  Mr. Dembosky was recently named by the National Law Journal to its list of “Cyber Security Trailblazers.”
