Lisa is the Director of the Office of Marketplace Counsel for the NY State of Health where she oversees Marketplace legal staff and the Appeals Unit.  Lisa joined the Marketplace in June 2011 during its early planning stages. As a policy analyst, she worked with the Marketplace Project Director and the Project’s senior leadership providing legal and policy analysis on issues related to implementation and the establishment of New York’s Marketplace.  Lisa was appointed Director of the Office of Marketplace Counsel in August 2012. 

Prior to her work with the State, Lisa represented low-income New Yorkers for 17 years with The Legal Aid Society’s Civil Practice. Her last 6 years she served as the Supervising Attorney of the Society’s Health Law Unit (HLU) where she supervised attorneys, paralegals and administrative staff.  Her practice included impact litigation and representation of individual clients denied access to health care benefits and/or services.  In addition to representation, Lisa provided training and technical support to attorneys, community-based organizations, health care providers and health advocates throughout the state. 

As an adjunct professor with the Benjamin N. Cardozo School of Law, Lisa developed and taught a field clinic seminar on health care reform.

Lisa holds a Bachelor of Science degree from the University of the Pacific and a Juris Doctor degree from CUNY School of Law.
