Lance L. Stricklin is Senior Counsel in the Corporate Compliance Department of the Saudi Arabian Oil Company Law Organization in Dhahran, Saudi Arabia. There he leads a legal team responsible for developing and implementing Export, Customs, and Sanctions regulatory compliance policy, procedures, systems and personnel for the worldwide corporation. Formerly, he was Senior Counsel and Director of the International Trade Compliance group for Halliburton. He led a global team of trade controls specialists and developed operational processes that integrated SAP and the Global Trade Services (GTS) module to control and authorize millions of transactions annually. There he also initiated and provided trade controls subject matter expertise in the successful development and automation of trade controls classification for the very high and persistent volume of new Halliburton materials. Prior to his time in the Oil & Gas Industry, Lance, an International Traffic in Arms Regulations (ITAR) empowered official, led a team of trade controls specialists for The Boeing Company.  His last role in St. Louis, Missouri was Global Trade Controls Compliance Manager for the F-15 Strike Eagle, F/A-18 Super Hornet, and AH-64 Apache aircraft production programs. While at Boeing, he also developed, implemented and automated effective and innovative trade controls and intellectual property protection processes for the Boeing Commercial Aircraft 787 Dreamliner program and Materials and Process Technology group of the Boeing Research and Technology organization.

Lance received his Bachelor and Master of Science degrees in Mechanical Engineering from Texas A&M University, and his Juris Doctor degree from South Texas College of Law Houston. He currently holds law licenses in Texas and the District of Columbia, and is also a licensed Professional Engineer in Texas.
