Kelsey is a Policy Advisor in the White House Office of Science and Technology Policy, responsible for advancing the President’s technology and innovation priorities. Her portfolio includes broadband, spectrum, and other telecommunications issues. Previously, Kelsey was counsel to the US House of Representatives Committee on Energy and Commerce, where she advised the Chairman on communications and technology matters, and law clerk at CTIA-The Wireless Association. Kelsey graduated from Ohio Wesleyan University with a degree in Journalism and Political Science, and has her JD from the Catholic University of America’s Columbus School of Law, where she also received a Certification in Communications Law Studies.
